Permafrost Keep is the ice-dragon Lady Vox's fortress, buried in the far north of Antonica. Multi-level ice dungeon with goblin guards, frost elementals, and Vox herself at the deep end. Companion to Nagafen's Lair in the Classic dragon-pair raid tradition.
